CEE Exam in Nepal 2026

CEE exam is the common entrance examination for medical and health science programs in Nepal. It is now officially called MECEE-BL, which stands for Medical Education Common Entrance Examination for Bachelor Level. Many students still use the name CEE and that is completely fine. It is the same exam with updated official terminology. The exam is conducted by the Medical Education Commission, known as MEC, which operates under the Government of Nepal from its office in Sanothimi, Bhaktapur.

Without passing this exam, no student can gain admission to MBBS, BDS, BSc Nursing, B.Pharmacy, BPT, BPH, BAMS, BASLP, BSc MLT, BSc MIT, B.Optometry, B.Perfusion Technology, BNS, or any other bachelor level health science program at any government or private medical college in Nepal. This single exam functions as the mandatory gate to all of them.

For the 2026 academic cycle, MECEE-BL was held across five consecutive days starting Kartik 15, 2082. MBBS was on November 1, 2025. BDS was on November 2. BSc Nursing, BASLP, and B.Perfusion Technology were on November 3. BAMS, BNS, BSc MLT, BSc MIT, B.Pharm, B.Optometry, and BPT were on November 4. BPH was on November 5. The highest score in the MBBS cycle was 185 out of 200 and the cutoff was 52.25. The 2083 cycle exam is expected to follow the same annual pattern with registration opening in August 2026 and the exam held in October to November 2026.

This guide covers everything you need to know about CEE and MECEE-BL in Nepal including what it is, all programs that require it, eligibility, exam pattern, syllabus, marking scheme, registration process, fees, important dates, seat categories, admission process after results, and preparation advice.

What Is CEE and MECEE-BL? The Full Explanation

CEE stood for Common Entrance Examination and was the name used for Nepal’s medical entrance exam before the Medical Education Commission introduced the updated official name MECEE-BL. The National Medical Education Act 2075 established the Medical Education Commission as the single authorized body to conduct this unified entrance examination for all bachelor level health science programs nationwide. Before this, different universities ran their own separate entrance exams which created inconsistency and confusion. MECEE-BL replaced all of those with a single national level exam.

The exam is held once per year in an offline paper based OMR format at designated exam centers across all seven provinces of Nepal. One exam, one merit list, one selection system for all medical programs across all government and private colleges.

International students including Indian students can also appear for MECEE-BL to study health science programs in Nepal. Indian students who scored 50 percent or above in NEET have the option to skip the MECEE exam and directly apply for unfilled foreign category seats after the Nepali merit selection process is completed.

Programs That Require MECEE-BL in Nepal

Every bachelor level health science program in Nepal requires a MECEE-BL score for admission. The complete list of programs covered under this exam is as follows.

MBBS which is Bachelor of Medicine and Bachelor of Surgery is the most competitive program and the one that draws the largest number of applicants. BDS which is Bachelor of Dental Surgery covers dental and oral health programs. BSc Nursing covers four year nursing degree programs. BASLP covers Audiology and Speech Language Pathology. B.Perfusion Technology covers cardiac perfusion programs. BAMS covers Ayurvedic medicine programs. BNS covers nursing science programs. BSc MLT covers Medical Laboratory Technology. BSc MIT covers Medical Imaging Technology. B.Pharmacy covers pharmaceutical science programs. B.Optometry covers optometry programs. BPT covers Physiotherapy programs. BPH covers Public Health programs.

Your MECEE-BL score and rank determine which of these programs and which colleges you can access, based on the merit list published by MEC after results are declared.

Eligibility for MECEE-BL 2026 and 2083

Eligibility for MECEE-BL has specific academic and subject requirements that all applicants must meet before registering.

For MBBS, BDS, BSc Nursing, BASLP, and B.Perfusion Technology programs, you must have passed (+2) Class 12 with Physics, Chemistry, and Biology as subjects with a minimum of 50 percent marks overall or a CGPA of 2.4 or equivalent. Students who completed a Proficiency Certificate Level or Diploma in Health Sciences covering subjects like General Medicine, Medical Laboratory Technology, Ophthalmic Science, Dental Science, Pharmacy, Radiography, Ayurveda, or Physiotherapy with at least 50 percent marks can also apply. Your (+2) Class 12 Science results must have recognition as a Grade 12 equivalent from the National Examination Board. Registration with the relevant council, meaning Nepal Health Professional Council, Nepal Pharmacy Council, or Nepal Ayurveda Council depending on your intended program, is additionally required.

For BAMS, BSc MLT, BSc MIT, BPT, B.Pharmacy, B.Optometry, and BPH programs, the core requirement is a Proficiency Certificate Level or Diploma in a related Health Science field with minimum 50 percent marks, plus the specific subject requirements that vary by program. Check the current year’s official MECEE-BL notice on mec.gov.np for program specific subject requirements since these can be updated each cycle.

A 2026 update worth noting: Nepali citizens who have passed Grade 12 but are under 16 years of age and cannot yet obtain a citizenship certificate are now permitted to apply using a minor’s identification card issued by the District Administration Office, provided they meet all other eligibility requirements.

Students who are appearing in their final (+2) Class 12 exams can apply for MECEE-BL under the provisional category, provided they meet all other requirements. Final admission however requires submitting proof of passing with the required minimum marks.

There is no upper age limit for MECEE-BL. Students who did not clear in previous attempts can re appear in subsequent years.

MECEE-BL Exam Pattern and Structure

The exam structure is standardized and has not changed significantly in recent cycles.

Total questions in the exam are 200. All questions are multiple choice format with four options each. Total marks are 200, meaning each question carries 1 mark. Exam duration is 3 hours. The exam is conducted in offline paper based OMR format at physical exam centers. No electronic devices, stationery, or personal items beyond what MEC specifies are allowed inside the exam hall. A black gel pen is provided to all candidates at the center. No candidate is allowed entry after 15 minutes from the official start time.

The 200 questions are distributed across four subjects as follows.

Biology carries 80 questions worth 80 marks total. This is split between Zoology with 40 questions and Botany with 40 questions. Chemistry carries 50 questions worth 50 marks. Physics carries 50 questions worth 50 marks. The Mental Agility Test, also called MAT or Mental Ability Test, carries 20 questions worth 20 marks.

Biology is the highest weighted subject with 40 percent of total marks. The combined science subjects of Biology, Chemistry, and Physics account for 90 percent of the exam. The remaining 10 percent comes from the Mental Agility Test which tests reasoning, analytical thinking, and general mental aptitude rather than curriculum specific knowledge.

Candidates can apply for more than one program, for example both MBBS and BDS, but must submit a separate bank voucher and complete a separate online application form for each program they apply to.

The full topic breakdown by subject can be read in our complete guide on MECEE-BL CEE syllabus 2026 Nepal.

Negative Marking in MECEE-BL

Negative marking applies to all wrong answers in MECEE-BL. For every correct answer, 1 mark is added to your score. For every wrong answer, 0.25 marks are deducted. Questions left unanswered carry no penalty and no mark.

This means that attempting 4 wrong answers costs you the same as 1 correct answer. The practical implication is that random guessing is counterproductive. If you have no reasonable basis for eliminating any option, leaving a question blank protects your score better than guessing.

The negative marking system makes accuracy as important as attempting a high number of questions. Top scorers in previous MECEE-BL cycles have typically combined high attempt rates with very high accuracy rather than attempting all 200 questions carelessly.

In the MECEE-BL 2026 cycle held on November 1, 2025, the highest score was 185 out of 200 and the cutoff score for merit list eligibility was 52.25. Students scoring in the 50th percentile or above are placed on the merit list. Scoring above the cutoff does not guarantee admission to your preferred program since final selection depends on your rank relative to available seats.

Seat Categories Under MECEE-BL

Understanding how seats are distributed matters because your eligibility and selection pathway depends on which category applies to you.

Under Rule 20 of the National Medical Education Regulations 2077 with amendments, total undergraduate medical seats across all colleges are divided as follows. 55 percent of seats are open and competitive, meaning filled purely by merit rank from the MECEE-BL score regardless of background. 45 percent of seats are reserved or scholarship category seats distributed across specific reserved groups.

Within the 45 percent reserved seats, the distribution covers the following. 33 percent are reserved for female candidates, of which 3 percent is sub reserved for Dalit women and 2 percent for Muslim women. 8 percent are reserved for Madheshi candidates, of which 3 percent is sub reserved for Madheshi Dalit individuals. Additional sub categories within the reserved quota cover Dalit, Aadibasi Janajati, Persons with Disability, Karnali zone residents, and other marginalized communities as specified in the current regulations.

These category specific seats are filled from the MECEE merit list but only from applicants who declared and verified their respective category status at the time of registration. Students who meet the academic cutoff but fall outside the top ranks of the open competition may still access seats through applicable reserved categories.

Foreign candidates have their own dedicated seat allocation outside the Nepali student quotas described above. The foreign candidate seat share is up to 8.25 percent of seats in government colleges and academies, up to 33 percent of seats in private colleges run by Nepali management, and up to 50 percent of seats in private colleges run by joint Nepali and foreign management.

Government colleges including the Institute of Medicine at Tribhuvan University Maharajgunj, BP Koirala Institute of Health Sciences in Dharan, and Patan Academy of Health Sciences in Lalitpur offer heavily subsidized fees compared to private colleges. These government college seats are among the most sought after outcomes of the MECEE merit list. For the 2026 intake, Nepal had 2,635 total MBBS seats available, of which 691 were scholarship seats.

Utprerana scholarships are available for students from the Musahar, Dom, and Chamar communities specifically for MBBS programs. MEC publishes a separate notice for these scholarship applications after results are out.

How to Register for MECEE-BL

Registration for MECEE-BL is fully online through the official MEC portal at entrance.mec.gov.np. Physical registration at any office is not accepted.

For the 2026 cycle, the regular registration window ran from Bhadra 2, 2082 which is August 17, 2025 to Bhadra 22, 2082 which is September 7, 2025 at 5 PM. A late registration window ran from Bhadra 22 at 5 PM to Bhadra 29, 2082 which is September 14, 2025 at 5 PM at double the regular fee. Foreign students not appearing for the exam had a separate application window.

For the upcoming 2083 cycle expected to cover the 2026 to 2027 academic session, the registration pattern is expected to follow the same August to September timeline. Watch for the official MEC notice at mec.gov.np from early August 2026 onwards.

The registration steps are as follows. Visit entrance.mec.gov.np and create an account using your valid email address. Fill out the online application form with your personal details, academic background, subject combinations, and program preferences. Upload required documents including your (+2) Class 12 or equivalent certificate and marksheet, citizenship certificate for Nepali students or passport for foreign students, a recent passport sized photograph, and any category certificate if you are applying under a reserved category. Pay the application fee before starting to fill the online form. Payment can be made through direct deposit at any branch of Himalayan Bank Limited, mobile banking, ConnectIPS, eSewa, or Khalti. When paying through online channels, payment must be made through the Commission’s portal form and not by direct bank transfer. After payment is confirmed, download and save the bank voucher or payment confirmation. This serves as your registration proof and must be uploaded during form submission.

The registration fee for the 2026 cycle was NPR 4,000 for Nepali students. International applicants were charged NPR 8,000. Note that these are exclusive of bank service charges. The late registration fee is double these amounts.

Do not wait until the final days to register. Server load increases significantly near the deadline and technical issues can prevent timely submission. Applications once submitted cannot be edited, though MEC allows re application by uploading a new bank voucher if a correction is needed.

Admit Card and Exam Day Requirements

MEC publishes admit cards through the same portal at entrance.mec.gov.np after the registration deadline closes. To download your admit card, log into your MEC account, find the MECEE-BL notice for your cycle, and click Download Admit Card for the program you applied to.

Admit cards must be printed in color on A4 size paper. Digital or mobile display of the admit card is not accepted at exam centers. Bring your printed color admit card to the exam hall without fail.

On exam day, Nepali students must also bring their original Citizenship Certificate and National Identity Card. For students under 16 who registered using a minor’s identification card, bring the original minor’s ID. Foreign students must bring their original Passport or e-ID Card. Photocopies of any document are not accepted. Only original documents are accepted at the entry checkpoint.

No candidate is allowed entry into the exam hall after 15 minutes from the official start time. There are no exceptions to this rule. Arriving early is strongly advisable.

No personal stationery including pens, pencils, calculators, or any electronic device is allowed. MEC provides a black gel pen to every candidate inside the exam hall.

Exam centers are located across all seven provinces of Nepal. Your admit card specifies your assigned center, which is determined by your registration details and the center allocation system. You cannot change exam centers after allocation.

MECEE-BL Results and What Happens After

MEC publishes results within approximately 10 days of the exam date. Results are announced online only through mec.gov.np and through candidates’ individual MEC accounts. For the 2026 cycle, MBBS results were published following the November 1, 2025 exam.

The result shows your individual score, your overall merit rank, and your rank within each category you applied under. Both your score and your rank are relevant. The rank is the decisive factor for seat allocation, not just the score in isolation.

Students who score at or above the 50th percentile are placed on the merit list and are eligible for the seat selection process. Students below the 50th percentile cutoff are not eligible for merit based selection regardless of how many seats remain unfilled.

After results are published, eligible students participate in the Open House Matching system. This is a centralized matching process where students rank their preferred colleges and programs in priority order, and MEC’s system automatically matches them based on their rank and available seats. Your top ranked preference is filled first if your rank qualifies. If not, the system moves to your next preference, and so on.

Results from multiple Open House Matching rounds are published sequentially by MEC. After the initial round, vacant seats are reallocated in subsequent rounds until all eligible seats are filled. Students who did not secure a seat in earlier rounds can participate in later rounds.

If you disagree with your score, a retotaling process is available. For the 2024 cycle, the retotaling fee was NPR 1,000 deposited to a specified Himalayan Bank Limited account, with the application window typically running for approximately one week. MEC publishes the retotaling notice separately after results are declared. The retotaling window is short, so act immediately if you intend to contest your marks.

Competition Level and What Your Rank Means

MECEE-BL is one of the most competitive entrance examinations in Nepal. Tens of thousands of students appear each year competing for a limited number of seats across government and private medical colleges. In recent cycles, the total number of applicants has consistently exceeded the total available seats by a large multiple.

Understanding what different rank ranges mean in practice helps students set realistic expectations.

Students in the top 100 ranks have an excellent chance of securing MBBS admission at government colleges including IOM, BPKIHS, and PAHS where fees are heavily subsidized. Government MBBS fees typically run approximately NPR 15 to 20 lakh for the entire 5.5 year program while private medical college MBBS seats can reach NPR 40 to 50 lakh or more. Students ranked in the top 500 have good prospects for MBBS or BDS in private colleges. Students ranked in the top 1,000 to 2,000 range are competitive for BDS, BSc Nursing, B.Pharmacy, and other health science programs at private colleges. Students ranked beyond this range can access BPH, BPT, BAMS, BSc MLT, and other allied health programs with lower competition for available seats.

Your GPA from (+2) Class 12 opens the eligibility door. Your MECEE rank decides which programs and colleges are actually within reach. A student with a GPA of 3.8 but a low MECEE rank will have fewer options than a student with a 2.6 GPA and a top 500 MECEE rank. Both GPA and entrance exam preparation matter, but the exam score is ultimately the deciding factor for admission outcomes.

To understand exactly what GPA you need to sit the exam, check our NEB GPA calculator and confirm you meet the minimum 2.4 CGPA or 50 percent marks threshold before registering.

CEE Exam Syllabus Overview

The MECEE-BL syllabus is based entirely on the NEB Grade 11 and Grade 12 Science curriculum. The syllabus was most recently revised on April 28, 2026, which is 15 Baisakh 2083, representing the third official revision of the original syllabus by MEC.
